I thought I read one of the blue posts on mmo-champ that said that typhoon is going to be moonkin-only again, they just haven't gotten around to putting that back in yet. One thing is for sure: Druids are very incomplete at the moment, and balance is arguably the most incomplete spec in beta.

From all accounts that I've heard, it will be trainable, but only to druids that have the balance specialization. Right now, every druid can get it, but, the specialization system itself is pretty broken, so we don't really know for sure.

Q. What's the deal with Typhoon? Is it going back into talents or will it be a standard druid spell?
A. Typhoon is now back in the tree. Sorry about that. :)

You can't actually train typhoon on the beta server. It just showed up in the MMO-champion files, and people assumed that it would be baseline. However, the twitter #blizzcast clarified that typhoon will make it's way back into the talent trees soon. ;)
