Question. Have they increased the basic backpacks size? If not have they stated they are going to? I remember at Blizzcon they said they were going to look at it but nothing since.

In the Beta videos, so far the default backpack is still a 16-slot.

I believe someone asked that on a Dev Chat a while back...Found it:Q. Any plans to increase the size of the backpack?A. Yeah, it's something we discuss a lot. On the other hand, the madness has to end somewhere. I'm not sure I want a 100 slot bag with that much stuff to manage. We'd need to make sure you could easily upgrade the existing backpack; we wouldn't want anyone to manage to just be without any bags.

They have said "we are interested in increases the size of the backpack" since the original game. Don't put too much into that. The real reason they don't increase it substantially is database size. They addressed this once when asked why can't we get bags that are much bigger than we have now. Even adding 1 slot to a bag increases the amount of database space it takes up. Doesn't sound like much, but think if they added 2 slots to the default backpack. That increases every character's bag size in the database by 2. Add that up for every character. There are 11 million players and probably 30 million characters. It would be a huge increase in the database needed.
