Here's how I see it:

For 1-2 mobs/bosses, you will use Templar's Verdict.
For 3+, you will use Divine Storm.

It's really no different than a rogue doing his normal rotation or casting Fan of Knives on an aoe pack as it is now (in other words, divine storm will only be worth it in AoE situations).
