My guess is that a lot of the lower ranked glyphs (like Flash Heal, PW:S) are people who have switched their spec from healing to shadow, and didn't change glyphs to match. (That's the case for me.)
Also, if you think that you wouldn't ever cast Mass Dispel in PvE... I guess you're not doing Blood Queen? Fear Ward + immediate Mass Dispel makes air phases on Blood Queen much easier; way more useful than slightly more DPS of staying in Shadowform. Unless you have a bunch of healing priests in the raid (unlikely in a 10-man) this makes a huge difference.

The thing is, does the statistic include all levels using those glyphs or just 80's? I honestly don't know, sorry if I missed Fox saying that someplace.
Because I know my shadow priest used to have a Glyph of Flash Heal for dungeon healing until 40 when I dual-specced (spec'd? :p) to disco. Hell, with mediocre gear you blow through stuff so fast you don't need to further enhance your damage. Healing as shadow spec isn't hard, but it blows through your mana fast and this glyph helps solve that.
