True Achievements basically does exactly what you're talking about, except for XBox. It also gives you a "true" achievement score by weighting achievements based on the percentage of people who have actually done each one.
So basically, in a WoW version, the [Level 10] achievement might end up being worth 0 "true" achievement points because literally every armory-able character will have it, where as something like [The Light of Dawn] might end up being worth 500 "true" achievement points.
It worked perfectly. It would even adjust as more people got achievements. So [Glory of the Hero] would have been worth a ton when Wrath released, but nowadays it wouldn't be.
It would be a fun little metagame if a WoW version as made (as long as we all collectively ignored anyone trying to use it as a measurement of ePeen).
