@Vrykerion, the issue, for Blizzard, isn't that the ERP is going on. It's that it's going on in an area that's a quest and interaction hub for low-level characters. If the ERP were, say, going on in the Tower of Azora to the east, or in Westbrook Garrison, Blizzard wouldn't even be batting an eye. As it is, the ERPers are like that group at the con who stand in the middle of the main hallway, blocking traffic and talking loudly about how awesome Open Source Boobs are. If they did it in some out-of-the-way place, nobody would give a damn. It's because they're being a public nuisance that anyone gives a damn.(Yes, I know there's no character clipping in WOW, but you try clicking on a questgiver when half a dozen naked night elves are "haveing an orgie" on top of him.)However, that leads to my response to @Toothy: The problem is that those channels would go unused. The kind of people who participate in ERP in Goldshire do it BECAUSE it's public. They're either exhibitionists who don't care who sees (or want as many people as possible to see them), or they're trolls who ACTIVELY want to piss off as many people as possible. (And before anyone starts in with "if you were a parent, you'd understand": my 10-year-old son plays WOW - very occasionally, when he's done his schoolwork and chores and has some video game time available. I've written add-ons for the game to help protect him from the less savory elements. My add-ons can't cover everything - but that's why I sit nearby while he plays, just in case.)
