In other words you won't be stacking up Evangelism while the Archangel buff is up. In any case Mind Flay only has a 40% chance to proc Archangel (as it currently stands) and it has 5 stacks which means you need 4-5 Mind Flays on average to get it up. That is 12-15 seconds of Mind Flay at base cast times, which roughly halves the benefit you would get from keeping Archangel up as much as possible. I doubt a ~7.5% damage buff over the duration of a fight is going to compensate for not keeping Mind Blast on cool down and our DoT's up.
