I also think that naming Gallywix as leader of the Bilgewater Cartel was a bad idea. I mean, spoilerfree, he's a really nasty guy, enslaving and kidnapping his own people, and then Gallywix gets beat up and says he's sorry, and Thrall believes him (Never trust a goblin when he's cornered!) and lets him stay in power.
