@Shepherd - Yup, thats exactly the case. If you can just spam your biggest and most expensive attack without worrying about running out of Focus, then there's no reason to worry about conserving it and you may as well be using Mana again (or the current Rage system).

Ideally, generation and cost will be balanced so that max sustained DPS will require you to keep your focus hovering somewhere in the middle. Not going balls-out and OOF'ing yourself (I'm officially coining this phrase) but not being to conservative and overflowing with focus unnecessarily.
