If deposit fees were tied to buy-out price, then it wouldn't cost anything to list something unless it was purchased, which leads to at least 2 big problems:
1. People list items, they get sold, then they don't have the money to pay for the deposit at time of purchase...it becomes messy.
2. It would mean there was no penalty for people to go nuts and list all sorts of things at completely absurd prices. If they didn't sell, there would be no disincentive to continually reposting.
