The Light and How to Swing It: On gap-closers and empty GCDs

For a couple of weeks on the beta forums, PvP paladins were constantly asking for a gap-closer -- all of this in the middle of the new holy power implementation. The developers did listen to the requests, and with some of our hybridness cut out, our prayers have been answered somewhat in the recent beta builds.
On a completely unrelated note, not pressing buttons isn't fun. Having a global cooldown with absolutely nothing to do is so foreign to me as a paladin that when it's happening on the beta, I'm convinced I'm not seeing a button. We'll touch on that a bit later. Onto the article!
Closing the gap
Closing the gap on an opponent is an important trait that we've never been that good at. Sure, we've got Repentance to make opponents think really hard about the bad things they've done so that we can run in and chop their heads off, but in PvP, they can just trinket out of that and start nuking and kiting us from afar. Plus, the range on Repentance isn't spectacular.
We've also got Hammer of Justice, which can stun opponents for a brief moment while we run in to try and bash their brains in. The problem with it is that it has an even smaller range than Repentance. Besides, wouldn't you rather save HoJ for more important moments than just catching up to people?
So other than grabbing a couple points in Pursuit of Justice for extra run speed, what is a paladin to do in Cataclysm? Judge and run. Wait, I know what you're thinking. Judgement only has a 10-yard range, which is the same as Hammer of Justice. A-ha! Things have changed.
Our old Improved Judgement talent has morphed from a cooldown reducer to a range increaser. You can bump up the range of your Judgements by 10 yards per point, taking them up to a 30-yard range ability. OK, sure, this is nice, but hitting opponents from 30 yards away every 8 seconds isn't going to kill anything very fast.
That's where the joy of Long Arm of the Law comes in -- yet another talent that got added into the tree that increases run speed by 45 percent for a short period of time when you judge an opponent more than 15 yards away. It isn't Sprint, but it'll help you close that gap. Also, for those number crunchers out there, you can't add Pursuit of Justice into that, as the bonuses don't stack.
Some of you PvE guys might be thinking that Long Arm of the Law is a PvP talent and you'll skip it for more damage or crit elsewhere. Just remember that every second faster you can get to the boss means more damage done and thus higher numbers in the meters. In the beta, it has even been handy to have for soloing, as you can tag and get to your next quest mob (aka: loot bump) that much quicker.
Empty GCDs
With the current ret paladin rotation model, we don't get a lot of time off. You can generally find something with which to fill every GCD. That feeling of accomplishment is being removed from us. Sure, in those opportunities, you could jab at a partial Templar's Verdict just to fill that second-and-a-half of nothingness that is an empty GCD, but the damage could be nerfed, and you'd have to re-earn up that 1 or 2 holy power points you just spent on it.
Ghostcrawler (WoW lead systems designer) says this isn't a bad thing. Classes and specs like feral druids, DPS warriors and rogues have empty GCDs in their rotations in which they don't have anything to do because of their resource systems. Casters have long moments in which they can't do anything, but these are designed into the longer cast times. Having those empty spots offers a moment to see if there is anything else going on.
As a paladin, this has been a slightly frustrating thing to run across as I'm going through my rotation and suddenly have absolutely nothing to hit. I've even double-checked all of my buttons to make sure I wasn't missing anything that I could be pressing. It's going to feel wrong at first, but those are the places where you can hit someone with a Hand of Salvation or one of your utility abilities, make sure you aren't standing in fire or just worry about something that isn't mashing buttons.
Take that short time out to stop and smell the corpses and just relax before cracking some more skulls.

Gap closer? Reach? Open GCDs? Yes, please. Right now, if I'm doing anything BUT hitting damage buttons as either Prot or Ret I feel like I'm missing out on a ton of DPS and that's not a good feeling.
I'm getting pretty excited about being a paladin in Cata. I keep oscilating between staying Main-spec Prot off-spec Ret as I have been most of this expansion (with a brief, ill-advised foray into Holy during Ulda) and swapping to Ret for my main spec with a prot off-spec but both specs look really good to me right now.
Not being in the beta I haven't had a chance to try it out but I'm eager for 4.0 to drop and to spend a month running both specs in raids and figuring out what I want to do when I hit 85.

This is all nice and dandy, but isn't it kind of a nerf since we lose the 2 secs shorter judgements?
Unless they lowered the base cooldown on it? Anything I'm missing here?

No, because Judgments are not the primary source of DPS any more, and while we're loosing DS in our boss rotation due to the nerf to single-target AoE damage, we will have Crusader Strikes instead to fill in spaces with and build up Holy Power to release bursts of damage with Templar's Verdict which will be our really big hit - a source of damage we lack right now. In my mind, the missed Judgments will be more than made up for with a 3-HP TV.
On top of that, you also have AoW procs to shoot off instant Exorcisms, and if you REALLY want to press buttons, DS will also proc Holy Power. And remember, popping wings will give you access to HoW regardless of the boss' health, so you can always pop a 3-HP Inquisition, pop wings, and go nuts with CS, Judgments, HoW, hopefully AoW procs and before the buff expires, if you can get off a TV due to lucky crits... I think we'll be okay. :-) Lots of new toys to make up for slower Judgments.

So I understand that blizzard doesnt want all classes to play the same, but in the next words out of their mouth they use another class to justify changing a classes particular play style. If I wanted to wait out GCDs I would roll a Warrior, Rogue or Feral Druid. I rolled a Paladin to have something to do every GCD.

All I can say is that when I first fired up my account, and clicked Paladin on the character creation screen, I didn't think "I'll choose this class because it doesn't have any empty GCDs." Especially since that would have been a stupid thing to think. Protip: Paladins without empty GCDs is a very recent phenomenon. Back before Wrath, they had the opposite problem.
When I clicked Paladin on the character creation screen, my thoughts were "I'll choose this class because it will allow me to throw shields at things or hit them with a giant hammer while throwing around Holy magic. I'm Lawful Good and violent about it!" In that light, Wrath and Cataclysm are actually succeeding in fulfilling my expectations for the class that would have been considered a hilarious misconception back in the days of Vanilla.
By the way, I also have a Warrior and Rogue at 80. Empty GCDs are not the end of the world. And if you really want no empty GCDs, you should be playing a Death Knight (especially Blood DPS).

I actually have 8 lvl 80s with Rogue and Warrior being two I don't have. I simply dont like playing classes where I dont have anything to do for periods of time in my rotation. I tried several times to level both of them but got bored with the whole waiting for regen to do something. I hated feral on my druid and refuse to spec it. Having empty GCDs feels too much like a character at start where you only have one thing to do and then wait to do it again. I just dont enjoy the play style of waiting to do something. The point of my original post is that if they want the classes to be different then dont make them feel the same when playing them.

Alas even my beloved death knight has open GCDs, I have to say i do enjoy constantly pressing buttons but my deathknight and paladin take it a bit too far.

Getting away from constant button mashing is a big welcome.
Actually putting some thought into what ability to use next? Even better.
So what if you aren't using every GC, as long as playing a ret pally remains fun and competitive.
Long Arm of the Law definitely sounds pretty cool though, especially since the only cooldown seems to be the 8 second judgement cooldown. Anybody have any idea how much distance that 4 seconds at +45% speed will gain?

Based on info from wowwiki, it seems that the regular speed is 8 yards per second.
With 15% pursuit of justice, it's 9.2 yards per second.
With 45% long arm (not stacking with pursuit), it's 11.6 yards per second for 4 seconds.
Against a character with no run speed increases, you gain 14.4 yards which means you can catch up completely to the opponent if you use it at the minimum 15 yards.

Currently though, if you judge a mage using Ice Armor, you're slowed by 30% and it completely negates the speed boost. Whoops.

No Cleansing for you! Ice Armour is a magic effect, and only Holy Paladins can cleanse magic in Cataclysm. Ret and Prot cannot.

Cleanse now only removes Poisons and Diseases unless you're specced into Sacred Cleansing in Holy. Have you not been paying attention at all?

its a great change against classes that cant slow for the few secs...wait every distance class except warloc(in most cases) can slow us down (ie concussion shot slow frostbolt etc etc)and lets not forget about dispell purge and spellsteal. every class has a counter to a quick runner. maybe if they make it during those few secs slowing effects wont work but other than that in pvp itll be almost worthless

But paladins have access to Hand of Freedom, an incredibly effective way to remove those slow effect. Sure, it can be dispelled, but that's a global cooldown for the dispel, then another cast to slow you down again. You'll already have gotten the most out of your 4 seconds speed burst by then.
Paladins already have plenty of ways to keep running. What they needed was that last oomph to be able to catch up. This talent will do it.
