Yep. It's up and running. At least on Galakrond. Takes about an hour to do with all the waiting. You have to wait for Mekkatorque to complete his current battle. I didn't total up the gold you get but it's a decent amount at lvl 80. It's available to my lvl 11 toon as well. Good times :)

The level required to complete the actual BATTLE is around 76-78ish from what I remember from when I tested and looked on the PTR for people looking for this information, and its also relevant to the replier above mine

Just finished doing this and it was absolutely awesome!! I logged on, having not read any news updates, whatsoever, only to find the letter in my mailbox; I about had a heart attack! I'm so excited that this has begun and the whole event is pretty sweet! The rewards are really cool, too. I seriously can't wait for Cataclysm! I'm even more pumped now, lol. >:D

I finished it with a lvl 75 character.
My 55 one could do everything up to, but not including, the main battle.

Just don't head down the tunnel to Gnomer while the battle is still going on outside. Turns out we bugged the event by going down prematurely and had to wait nearly ten minutes for the event to start all over again.
Yay for testing it ahead of time.
