The cost is so low, it's hardly a gold sink, and you can use it on your first playthrough of the new zones, so that's not an issue here. The real reason they're doing it is because this way old world flying can be a feature exclusive to the expansion.
Not that I'm complaining or anything. They're giving away a crazy amount of new leveling content to people who don't get the expansion, so holding something like this back as an expansion feature doesn't bother me.

Also, if you don't have the expansion so you don't have the new 80-85 zones, then the developers don't have to worry about the players accidentally flying into them on flying mounts in the old world. It makes it easier to "seal them off" from those who don't have the content.
