Well there is this situation: You have SR running (this part won't matter in Cata) and e.g. change to a new add, and have (nearly) enough energy to perform both skills in consecution (or 30+ energy and an OoC proc) then Rake first, Mangle immediately after is better - the initial damage by Rake isn't buffed, yes, but the first tick already has the Mangle bonus, plus it was cast a second earlier.
Rather rare occasion though, I admit.
