The conversion rate is terrible, though doing heroics nets you about 27 justice points per boss. If you have badges, spend them now. If you don't have badges, wait to get a bunch of them (unless you want to convert a plethora of them to gold).

At 2.75 Justice Points per Frost (or Triumph) letting them convert is, for lack of a better word, stupid. On the PTR the conversion may be bugged because I have well over 100 Frost Badges as well as a significant number of Triumph and it gave me exactly 217 points. If I had known how bad they convert I'd have switched them all to Conquest and made a significant amount of gold, which if it stays this way I will, I don't need anything from Frost other than tank gear and I don't tank lol.
