You have failed both reading comprehension and basic mathematics. Items cost more on the PTR than they do now. Ignore T10 and frost badges and look at the other items like epic gems, heirloom gear, etc. These also cost many times more in justice points than they do in triumph emblems. An heirloom chest piece costs 40 triumph emblems today and with the PTR conversion costs the equivalent of 160 triumph emblems. Everything costs more, so it doesn't "even out".
