Right now in the beta you buy old world flying from an NPC by the flight path of capitol cities (SW, IF, Org, etc). I don't know if that will still be the case when Cata goes live. I also know that the cold weather flying lady in Dalaran sells the 310% mount speed training, but I don't know if she sells old world training or not.
