@Tzivya when you get hacked or need to do anything serious to you account when you call bliizzard they will usually ask for the current billing info (at least for credit cards) if that fails they then usually go to ask you your "secret" question past that I am not sure what they would do to restore your account, possibly send a email to your designated email adress on your account.
