maybe this is really obvious but I'm going to ask for my own idiot sake's point of clarification. When they say the following does that mean that the online Armory guild chat functionality will only work for people that are paying for the mobile app subscription?

Correct. It's an additional, paid service (if you don't already have the MAH).
The original service is intended to be used as a mobile app, the browser-based version is just included as a convenience.
