The random heroic finder DOES lock you out. The reason people don't notice this is that you can run as many randoms as you like, and it ignores any lockouts you get. But if you just did your daily random and got H UP, try queuing for H UP specifically after. You can't. You're locked.
On a similar note, the dungeon finder seems to ignore most of the rules of running dungeons. You just don't notice until you wanna do something else. Had a guildy farming direbrew before he realised he couldn't get a mount to drop from him. 20 runs later, it's raid time.. "You have entered too many instances recently".
