I believe the hit rating buff from Draenei is gone. Maybe its still a individual buff but I'm pretty sure its no longer a raid wide buff.

I don't think the devs have actually said it's gone yet. It's just likely that is WILL be going because they don't want people to be relying on particular classes (or in this case races) for hit.

But it isn't actually official, so likely in 4.0.1 it will still work the same way it does now. Whether that changes in Cata or not, who knows.

Currently it is in the PTR as a self-only buff, but of course once dwarfs are available they will not benefit from the buff, hence 'draenei shaman' and not 'ally shaman'. Blizz may still take this racial away completely, but as of writing it is present.
