Its the new Swimspeed Totem, grafted in place by the gnomes for that extra little boost!
The goblins tried to improve on the design with Rocket Propulsion, but despite the initial success of their above water Epic Maelstrom Patrol, they've had repeated failure getting rockets to work underwater....
