Justice and valorous quartermasters available in Cataclysm beta

A new beta build was made available last night, and with it, two new vendors located in Stormwind, in the command center found within the Old Town. In preparation for Cataclysm, patch 4.0.1 will bring with it a major gear currency change. These changes do away with the badge system we have now and instead replace them with a point system. Here's a reminder of the breakdown:
- Justice points low-tier, easy-to-get PvE points that will buy gear (like Emblems of Triumph are now)
- Valor points high-tier, harder-to-get PvE points that will buy gear (like Emblems of Frost are now)
- Honor points low-tier, easy-to-get PvP points that will buy PvP gear (like normal honor points are now)
- Conquest points high-tier, harder-to-get PvP points that will buy PvP gear (like arena points are now)

Any word on if the old Triumph and Frost vendors will have their costs reduced? Right now, Emblems convert at 2.75 ratio but costs convert at 11.56. I still have a few items I'd like to buy on both vendors (and, with end-of-expansion burnout, earning slower than usual) but they're going to become crazy expensive when 4.0.1 drops.

Also, I have no idea where 11.56 comes from. But you can go check it yourself, check the costs on PTR and on Live and do the division, it's always 11.56 (plus/minus rounding error).

When I copied a toon to the PTR on 9/24, it used a new rate to calculate my Justice Points... something matching the 11.56 rate. So at least that problem is fixed.

So, if we just farm emblems until cata is released, all of our currencies will eventually be turned into justice points right? so couldnt we just farm a lot then be ready to pick up quite a few blues as soon as we hit 85?

You could. But the conversion rate and the costs currently shown mean you'd probably only get 1-2 pieces of gear, which is hardly worth it.

Sure can, but the cap is set so that you can only buy no more than 1-2 items. The intent is to spend points when you can and not horde them for future upgrades. I imagine each content patch will artificially inflate points as well for this very reason as well.

You can just squeak in three items; the offhand, a piece of jewelry, and then either the gloves, shoulders, or belt. 950+1250 = 2200 + 1650 = 3850, and there's a 4000 point Justice Cap. It'll take you 1400 or so emblems of Triumph/Frost to hit 3850 JP, but A) evidence from the PTR indicates you'll be earning Justice Points faster natively (not that this helps the folks complaining about earning the stuff at 80) and B) it's likely that the non-heroic Cataclysm daily will also reward Justice Points (though this latter isn't happening yet, as far as I know.)
I'd like to point out, though, that currently the conversion rate from emblems to JP for characters copied to the PTR doesn't match the announced rates; it's currently much better. Whether this reflects an intended change to the final rate or just an attempt to give players lots of JP to playtest with I don't know.

Don't bother. I have 4T10, 3 pieces Sanctified, and if I recall correctly I'd replaced every bit of gear I had by the time I hit 83 on beta. Quest rewards, every single piece. I hadn't even set foot in a 5-man.
Gear up for what you're doing now, don't gear up for Cataclysm. It'll only hurt more when you trash that piece you spent so much on for a quest green in the first zone.

All I can say is that if the patch drops without a strong warning going out to people to buy their heirlooms NOW (or without a serious adjustment in pricing/conversion rates for the Justice items), they're going to have a pissed-off playerbase.
Xferring my main from Live to the PTR, on live he had enough shard, badges, whatever to buy essentially 3 full sets of heirloom shoulders, chests, a weapon or two, and a couple of other items.
After conversion on the PTR, he could afford ONE item (shoulders, I believe).
Needless to say I'm strongly contemplating just dumping my stuff now, and buying a cloth, mail, and plate set of each while I can. But I'm hoping the exchange rates will be fixed, so I don't have to 'game' the game, so to speak.
