I think Xid has it right. Increased demand will allow mages to raise the minimum price for a portal.
Here's an example. In TBC I was a 380 JC (draenei bonus) with most recipes. I'd see constant requests in general or trade for a JC. I would only reply if the promised tip was enough to make me consider it worth doing this instead of what I felt like doing.
Mages are probably the same (never took one past 10 mind you). They're in game doing what they want to do. Along comes a "WTB Portal" Will he take it? Depends on whether the buyer makes it worth his while.
