In all seriousness, though, this is a classic example of Bad Game Design. If your players aren't spending time in the cities you want them to because another city has better features, the quick, easy, bad, and wrong response is to remove the other city's extra features. The longer, harder, good, and right response is to modify the cities you THINK they should spend time in so that the players actually WANT to be there.
