Medivh did indeed lure the Orcs to Azeroth, however he was being influenced by the spirit of Sargears, one of the most powerful and evil beings in the universe. After his death at the hands of Lothar, Khadgar, Garona and a small human battalion he was freed from Sargear's grasp and sought to atone for the misdeeds of his life. When he returned he gathered as many of the factions of Azeroth as he could to unite against the Burning Legion.
You know who else was influenced by demons? The Orcs.
You know who remained a self-absorbed sociopath after his defeat? Ogrim Doomhammer.
