The Fel Reavers on the Abyssal Shelf out in Hellfire were a good choice to level up weapon skill as a tank. Simply judge light, then commence pummeling it to death with your bare fists (or weapons of choice). Lots of health, so you'll get good chances of a skillup before it dies, plus it being eight levels lower means lots of dodges/parries/blocks.

For a really lazy time, avoid judging and just use SoL while alt-tabbed.
