Mastery works like most other ratings in that there's a conversion from the points you have on gear (rating) to the effect you see on your character window (skill). The formula varies from spec to spec.

You get a trainable ability every even level up to 80, after which you get one every odd level. You get a talent point every odd level up to 79, after which you get one every level.

Yes, you can call Blizzard billing to upgrade your account from a standard one to Collector's Edition.

I understand that Blizzard wants to sell expansions and make money on those sales, but right now it seems to just be slowly breaking a game that people paid money for and continue to pay for on a monthly basis. I understand that the old world is almost completely re-done, but at the same time, Blizzard seems to be taking the Sony route and removing features that you paid for after the fact.
Yes -- you get an entirely new 1-60 experience in vanilla regardless of whether you're buying Cataclysm or not, so it's easier and more fun to hit that six-year-old, obselete-for-three-expansions level cap.

Just need some clarification
Do you get a talent point at level 1, or level 11?
How many total points are there at 80?
Regarding the last question answered, how many points will be available for someone at level 60, and is it enough to get the final tier talents?

it starts at level 10 and as you can see, you're still a few points shy of the maxed talent for any given tree at lvl 59. you have to be level 69 to get the last talent in any given tree. so.. I guess you could still do Kara?

does this clear things up? You have to have 31 points in a single tree before moving on to another tree, i.e., lvl60 is not far along enough to branch out, nor is it enough to get the final tier talent.

1) The generalization is not quite accurate in the article. You get talent points at 10, 11, and then odd levels.
2) At 80 you'll have 36 of your 41 points.
3) A level 60 character only has 26 points, so no, they will not reach the bottom of any tree.

at 59 you will have 26 points available. At lvl 69 you get the 31st point.
You can go to wowhead and use the updated talent calculators to figure out what level you get what points at.

Since the northeastern part of Tanaris has been flooded, what's happened to Narain Soothfancy? Is he still there? Is the whole Scepter of the Shifting Sands quest chain still available in the beta?

Chances are that he's gone, or relocated. And even if he's relocated, it appears that the whole quest chain has been removed, and will no longer be available since all realms have the gates of AQ opened, and no new relams will have them closed.
I'm almost at the last step - I need three more Elementium Ore to get to the last Scepter shard, and I'm kind of freaking out since it's likely that the time and gold I spent getting this far will all be for naught if I don't finish it before patch 4.0.3. The ore is scarce on the auction house, priced at 1000g+ when it does show up, and anyone that's willing to run BWL is there for the ore, so the competition is fierce.
With the likely possibility that our quest logs will be wiped, I really hope to finish the quest chain in the next three weeks. In the end I'm hoping there might be a Feat of Strength given to anyone who holds the completed Scepter in their bags or bank when Cataclysm launches.

I just finished a scepter yesterday on Live, so it can still be done. The only hiccup along the way was the chapter of draconic for dummies that drops from Onyxia. I had to petition a GM for it because it wasn't on the corpse. Oh, and the elementium is insanely expensive.
