Moving Hammer of Justice off GCD due to a talent isn't in and there is no estimated date for it to go in. It's something they'd like to do, but it requires them to write some code into the talent/ability part of the game in order to make it work. That might be a couple minutes of coding or an epic rewrite of some functionality in the game. Until that change goes in, we still don't have an off GCD interrupt.
