That way, people who really want to buy have to pay for both the virtual/actual ticket AND whatever they're buying.
And really, the number of people who wouldn't buy the virtual ticket, but would be willing to buy the swag is probably pretty low. If you have spare money, you've probably already got a ticket. If you have more spare money, you can buy stuff. If you don't have spare money, being able to buy the stuff without a ticket to Blizzcon isn't going to suddenly cause you to have spare money to buy stuff.
