The weird thing about all of the excitement over this is that heroic 5-man dungeons are something that elite players will run in appropriate gear for only a few days/weeks before moving on to the first raids. After that, If they run them at all, they will be steamrolling them just like they do to Wrath heroics. Who really cares how much of a challenge a trash pack in a 5-man in the first 3 weeks of the expansion provides?
For players for whom 5-man heroics are their endgame, this change will like be received poorly. Not being able to pug players means more idling, and less time playing. Complex trash pulls are fun on the first few trips through but will start to grate a little after a while. I would also guess that the reason many people stop short of raiding is limitations in their play time blocks. Multi-hour 5-mans will not work for those folks any better than raiding. Back to collecting pets for them I guess.
