The concern with haste has to do with GCD, not with Soulwarding. By default every class has a set GCD of 1.5 seconds, even instant cast spells (which PW:S becomes with Soulwarding.) Spammers like to maximize their output by stacking enough haste to lower their GCD to 1.0 second (the lowest it can get.) Previously disc priests needed very little haste to get to 1.0 second GCD because of Borrowed Time. Now because of the change to Borrowed Time, they need more haste to get 1.0 GCD. That's all.
