Patch 4.0.1 introduces reforging into the game

There are a few restrictions:
- You can only change secondary stats (hit, crit, haste, mana regen, dodge, etc.).
- Only one stat may be changed.
- You can't change one stat into a different stat the item already has.
- You can't alter how much of the stat to change; it's always 40 percent(ish) of the original amount.
- The item must have an item level of at least 200 (level 80 epics or higher).
Where can you find these reforging guys? They are usually found in major cities near the enchanting trainers. If you can't find them, be sure to ask a guard, who'll point you in the right direction.
All in all, the reforging system is pretty simple and provides the opportunity for us to start trying out the new mastery stat without waiting for Cataclysm itself to be released. If you'd like to take a look at how this works, here's a gallery walking you the process through step by step.

When reforging was first announced, I could have sworn there weren't as many limitations on what stats can or can't be changed or by how much.
Does anyone know if you can change resilience?

I didn't see it as an option, but didn't specifically test PvP gear.
I'd imagine that's one of those stats that they want to limit the availability of due to balance concerns.

I suspect it won't be reforgeable since it isn't mentioned but I hope I am wrong on this. I'd like to make my welfare epics more PvE oriented

That was actually my proudest moment on my Arcane Mage. Reforging the gear over and over and finally getting the perfect 17.00% hit cap.

Technically, there is.
Any of the random stats stuff can have Attack Power on it. On the PTR all of my random drop bag stuff that had Attack Power retained it.
This may or may not change.

I think he is referring to Attack Power, not Armor Penetration (ArP).

Also note that arcane mages may need (may have changed) an additional 10*26 or 260 hit tomorrow due to losing two 3% hit talents, the MiseryIFF and the Dranaei. Or not. we shall see tomorrow I hope. So in the short term, some people may no longer be over the hit cap.
If you plan to level, being over hit cap may not be a problem. Level 85 Casters need over 1700 hit to be at 17%.

For those of you who think you are over the hit cap (arcane mages especially), be aware that all hit buffs and talents are **going away.**
Yes, no more buffs like 3% from moonkin faerie fire, 1% from Draenei heroic presence.
No more tree talents like mage's Precision or hunter's Focused Aim.
Before you hit the reforger, open up your character screen. You'll see it's been enhanced to show you exactly what your stats do.
Check out the hit section and see if you are truly at 0% for a level 83 boss.
You might find you actually need a lot *more* hit!

Be sure to check first. +Hit talents have been removed and so have Misery/IFF so you're going to need some of that extra hit.
But yeah, because of drops my Ret pally is 80+ over hit cap. He had no +hit talents in 3.3 anyway, so I'll likely turn some of that into Mastery.
My mage will be hurting bad though. He was exactly at hit cap in Arcane (with misery) and struggling to reach hit cap in his 'fire' set. My hunter's going to be about 2% below cap as well. Gonna have to reforge some of their gear from stats to hit and use blue/purple gems for meta req's. (Spirit becomes useless for most casters.)
...and my resto shammy should have a somewhat viable Ele offspec with the spirit to hit conversion.
And to top it off, it's probable that all of my handy-dandy calculation tools (rawr, etc...) will be borked for a while and I'm gonna have to figure this out the long way.

Well, if you ARE a draenei you still give yourself the +1% hit. You just can't share any longer.
