And I don't mean incomprehensible in the sense of being non-sensical. I mean, we just don't have the capacity to understand. It's like an ant trying to understand the motivations of a human.
This goes back to the Lovecraftian origins of the old gods. The idea that if you actually understood the motivations of the old gods you'd go insane.
As I said, this isn't really a satisfying answer. But I think it's one that fits into the setting.
