why don't the trolls have functioning city-states again by now?

they used to in northrend, but then after fighting back the scourge the alliance and horde came.

as for the gurubashi it had to do with an army of kraken assaulting strangle thorn vale, then infighting for pieces of the empire happen, as for how that can happen look to alexander's ghengis khan's and roman empires

as for amani same as above but humeans and elves instead of krakens
