So where is the Gilnean tabard vendor? I couldn't find him at all when I searched Darnassus for him.

Unless I'm mistaken, there isn't one yet. All of the others are right next to the major flightpath in the respective capital city, so the Gilneas vendor should be next to the Darnassus vendor when it's implemented.
