Not sure what you mean Sinfulle....This is mainly aimed at new characters. Get to friendly (easy to do), buy a tabard & equip it until exalted. Easy enough.

Allison was saying you can still buy them through the Argent Tourney if you'd like (not sure why anyone would though.)
