Either that or it'll be proportional in some way (like the way quest-based rep used to degrade as you went up in levels) so that you can't just blow through Ragefire Chasm /The Stockade.

Admittedly, if you're level 85 and wearing full T14 gear, you might as well just go solo Scholomance and Stratholme for runecloth (and other rep items) to turn in while getting your Argent Dawn rep as well.
