So after reading this I wanted to see what happened to the Warlock dreadsteed/dreadlord boss in DM since you use the same area you killed another boss in.

There seems to be no way of summoning them without the quest items(quest itself has been removed) and with the quest items I already had from completing the quest years ago I can start the ritual but can't finish it due to no soul shards in my bags

I made a ticket for it, but don't have much hope in the GM being able to do anything except the standard 'change is intended'.

Here's hoping they will at least put in an item at the area to start the ritual and anyone can reactivate the items. That was one of the best fights I have seen(counting the ritual as part if it too)
