Wyrmrest Accord and Moon Guard seem to be your only choices. If there is RP on the other RP realms, it doesn't seem as pronounced as those two. I know from experience that Earthen Ring and Farstriders, at least, are pretty much just regular PVE servers in practice these days.

I play on WrA myself, and it's got a lot of great RP happening much of the time. Haven't tried Moon Guard, pretty much entirely because it's got a (sometimes pretty long) queue to log in during peak hours, where WrA does not. This obviously means Moon Guard has a lot more RP going on, but frankly I prefer the smaller community of WrA anyway.

As for where to start, you just sort of... do. You don't have to be pushy, there's always lots of random RP going on if you know where to look.
