Well, plenty of NPCs seem to have them. I suppose they figured anyone besides a giant tauren male would look outrageous trying to actually use one, so they aren't available as gear.

The Scottish race and their diverse log-using mechanics were dropped from the game, hence leaving only the Horde with log-users. Hence, they were made into NPCs for WoW.

Attempts to get the race (or a similar log-using one) made for the Alliance are, as of yet, fruitless; Worgen scratch logs, and Spacegoats crash crystals into them.
