I don't play a rogue, but I can certainly sympathize with this. Ret paladin mastery is terrible as well, being the bar-none worst stat at best and an actual potential DPS loss at worst. It's really odd that they would implement these in the first place, because anyone with the most basic knowledge of the game mechanics can see what's wrong. I don't want to blatantly insult WoW's developers, but this is frankly amateurish and starkly against the game's proud tradition of mechanics making sense in most ways. The unfortunate truth is that those responsible for coding Combat Rogue mastery (and a few others, like the general Ret Paladin RNG-reliance) must be either bad at doing their job, or did not care to do it very well. I certainly can't see any other possible reason, and it's an uncomfortable situation to be in as a player of a problematic class, because if THAT was the best thing the class designers could come up with, hope is hard to find.

Ret's mastery is bad because the hasted cooldown on Crusader Strike moves us back towards (effective) GCD lock; if you've little enough haste that putting two actions in between each Crusader Strike is actually a DPS gain, then the mastery tends to be better, because you're more often filling empty GCDs with Templar's Verdict instead of delaying abilities that are already off cooldown.
Which brings me to my point: not seeing some of the synergies in the class changes doesn't make them bad designers; it only means they aren't great designers. Quite frankly, with 30 different specs to try and work into something like balance, I think their track record is fairly good. Just because it seems obvious once explained doesn't mean that it really is obvious, nor even that the 'obvious' explanation is correct.
None of which helps the folks who are currently under the bus, of course.

Are you talking about level 80 pally or are you in beta talking about level 85 pally with mastery gear? There is a HUGE difference. None of our level 80 gear has any mastery bonus on it so the only itsy, bitsy, teenie, weenie bit of mastery we see is coming from dropping other stats. None of us (unless you are in beta) will really see the full effect of a mastery bonus until we start getting gear covered in the stuff. If you take a look at some of the early loot tables, that gear has some really high numbers on it. Things that range from 120 mastery clear up to trinkets that can proc nearly 2,000 mastery. http://db.mmo-champion.com/i/59519/theralions-mirror/
Just some things to think about. We all need to remember everything we are messing with right now was developed around us being 85 with a few pieces of decent dungeon gear. I can't comment on mastery because I'm not in the beta. ;-)

I reforged to about 12% mastery, and haven't seen myself outclassed by known similarly geared paladins. I actually tended to outdamage them. Given how hard Templar's Verdict hits, and how little anything that isn't Exorcism or Hammer of Wrath hits, I suspect mastery is actually okay for us.
We'll see how it is once we have decent level 85 gear, though.
