I'm not sure if that is the point of view of the devs, but it certainly is for many players. When you look at the top DPS most people aren't too surprised to be beaten by a Mage, Rogue or Warlock, maybe a Hunter. If they see a Shammy, Druid or Warrior up there they may nod appreciatively and think that player is pretty good and has their class down - but when a SPriest tops the DPS, the first reaction seems to be either; 'what gimmick lead to that?' or 'what did the other DPS do wrong?'.
