I'm gonna put in my two cents for Retribution here and say that for maximum damage, you don't want to bother with that the "Seals" spec, for two specific reasons.
1) The more important reason is that for Retributin, haste is the new strength (I finally got to use "[blank] is the new [blank]" phrase non-ironically!). In order to do maximum damage, you need to be dropping as many Templar's Verdict bombs as possible, and at 85, you'll need to be keeping Inquisition up, and popping Zealotry. All of which essentially require in some way or another that you use 3 holy power. All this means you need maximum holy power generation. Which means you need a buttload of haste because Sanctity of Battle causes haste effects to reduce your Crusader Strike cooldown; Hand of Light (the Mastery effect) procs from autoattacks, and the DoT and Judgment from Seal of Truth scale with your holy power. There is also the fact that Art of War procs from autoattacks, and big ones can really rip into a target. So, in my view, the 3% haste from Judgments of the Pure is an absolutely necessary talent to max out to make your Retribution paladin go maximum awesome.
2) Following the above line of reasoning, Templar's Verdict hits extremely hard, and is the focus of your non-passive damage. If that spell isn't hitting hard as hell, you aren't hitting hard at all. Doing LK the other day after I put a bunch of haste on my gear, there were several times when I would go into a sort of berserker mode where I would keep getting Hand of Light and Divine Purpose procs enough that I was almost spamming Templar's Verdict. I couldn't get rid of my 3 stacks of holy power fast enough. Retribution damage is shaping up to be very spiky, and spiky damage tends to be low overrall, in my experience. Templar's Verdict is going to be most of those spikes. Make them big spikes. Get Arbiter of the Light.
I know that supposedly "math is about equal" between them, but I would always reccommend making the most of one's rotation and gear options. I don't feel the "Seals" spec does that. Unfortunately, we Retribution paladins have to pay attention to the rotation now, so we should reward ourselves for doing that I think.

The 'buttload of haste' is around 1015-1020 haste rating on gear according to the number crunchers at EJ (and in my own personal testing).
Also just to add on to what you were saying about it, the key reason for having haste around that number is when the Judgements of the Pure is up, the Crusader Strike CD drops to 3 seconds. At a 3 sec CS CD, when Zealotry is up, you are waiting ONLY for the GCD to go back and forth between CS and Templar's Verdict to squeeze the maximum out of Zealotry. Without JotP up, my CS CD is around 3.44 seconds, but the extra 3% haste at my 1016 haste rating drops it right to that sweet spot at 3 sec when JotP is active.
