It's interesting that you say that about the 3 sec CD. Sanctity of Battle from what I've tested, it receives the standard benefit from haste, meaning it stacks multiplicatively. So to reduce the CS cooldown to 3 seconds, you need 150% haste since the unhasted CD is 4.5s. 150% is the haste cap. I don't know how tough it will be to get haste capped, but I would expect it to be kind of difficult. And at that point I would expect that at a certain level of haste- really a certain minimum level of uptime for Hand of Light- you're going to want to start stacking mastery. Also, you want your TV to actually hit hard, so you're going to need some kind of strength and crit. So, a lot of haste is going to be good, but itemization concerns might make it so that capping is not such a big deal so much as maintaining a minimum level.
