The Care and Feeding of Warriors: Arms DPS is back in 4.0.1

Hello, suddenly viable PvE DPS spec! I remember you! You were notable from such raids as Molten Core, Blackwing Lair, AQ and Naxx 40. Also, I recall your performances in Karazhan, Gruul's Lair, Magtheridon, Tempest Keep, SSC, ZA, Black Temple and even the Sunwell.
Arms was up and down throughout the life cycle of Wrath of the Lich King. Decent in Naxx and competitive in Ulduar, it really fell by the wayside again once fury got access to i245 and better gear. And when patch 4.0.1 launched, it wasn't kind of any warrior DPS spec. But when last week's rebalancing came down the pike, I decided to finally get serious about my arms warrior alt and see what kind of damage he could actually do in PvE, as well as taking him for a ride in PvP.
Frankly, not only am I having fun, I'm actually doing surprisingly solid damage.

While I recommended last week picking up Blood and Thunder, this week, I'll emphatically repeat that recommendation for PvE. For PvP, it's relatively small potatoes damage-wise. (The only real benefit is that you can refresh Rend with a simple TC, keeping it on multiple targets and thus not having to reapply it to keep Overpower ready to go.) But for PvE, I saw that in add-heavy situations, Rend was shaping up to be close to 14 percent of my damage, just behind MS and Overpower. I'm still using this spec for PvE. What I'm noticing is that with B&T, Sweeping Strikes, and Bladestorm in the arms arsenal, putting a significant hurt on a plethora of mobs is pretty simple.
However, single-target DPS is pretty solid too. With the coefficient and base buff to warrior DPS abilities, MS actually hits pretty hard. I'm still not sold on Slam as a filler (and that means I'm considering moving those points out of Improved Slam and to a more PvP viable build), because so far, if I have the rage, a HS fills that void pretty effectively, has no cast time at all and is off the GCD. Basically (and I'd love to hear from other arms warriors), Cleave and HS are doing a better job filling that "nothing is ready to go" void than Slam is right now. Since Colossus Smash is a level 81 ability, keeping 10 rage after using Execute doesn't seem worth the points for Sudden Death. This paradoxically allows me to pick up some PvP viability in a PvE-oriented spec, which I have to say I enjoyed.
Rending players asunder
Throwdown is beautiful. It's good if you find yourself suddenly pulling aggro on a mob, because it can keep them from doing anything while the tank works on picking up threat. It works in PvE or PvP as an interrupt (and considering we can Pummel in Battle Stance now, arms has two interrupts), and it can also help us keep a kill target from running away before we can slap a Hamstring on it. I'm enjoying being a complete jerk in PvP, in fact. I'm still terrible in arena (I have no resilience gear; I'm basically a free kill in an arena), but I've been honing my BG play in preparation for rated BGs. I have to say I have the fine art of not letting people get very far down to a science. Charge - Hamstring - Throwdown ... and you can really just irritate the heck out of people. Moreso when you kill them. Arms still seems to have some burst RNG issues; you can hit very very hard if all your ducks line up.
With Lambs to the Slaughter, I've seen personal Overpower crits easily around the 14k mark and MS crits in the same neighborhood. But if you don't get those crits or aren't able to keep in range (although I find that as time goes by and I adapt to arms in the BGs, it becomes easier, if not actually easy, to keep folks in range long enough to apply some pressure), then you're still basically boil-in-the-can corned beef, product of Azeroth.
As a PvE spec, arms has a lot to recommend it right now. With the hit needed so much lower, it's easier to find room on gear to use reforging and bump up your mastery rating. Strikes of Opportunity is a fairly solid mastery -- a lot better than I suspected when I was first playing with mastery back in the beta -- and it's not hard to get jacked up pretty high, with ratings being fairly forgiving at level 80 right now. I'm closing in on a 34 percent chance to proc an extra swing right now, just from turning hit or haste into mastery rating. I played around with haste for a while but still don't feel like it's as rewarding for an arms warrior as mastery right now.
The overall picture
Since I had a fair mix of ArP and str gems before 4.0.1 hit, I ended up with some crit gems I've since replaced with strength. I don't see much need to gem for mastery or hit, at present. At least until Cataclysm ships, gemming for strength and reforging for mastery for bigger SoO procs seems the most efficient. What I really like about the arms spec right now is the feeling that I can go into a BG, a raid, or a 5-man with one spec and it will perform well.
Will it rule the meters? That depends. Probably not in a raid with competent pure DPS -- but I've pulled an easy 9k in a heroic when I had time to ramp up my damage and spread Rend around properly. Damage does seem somewhat inconsistent in PvE and very dependent on that ramp-up time.
In PvP, arms finally has the interrupts it needed to keep from being boiled in seconds. It can throw out some very respectable damage, even with the reduction to the MS debuff. Glyph choices are pretty boring at the moment, with primes being almost always the MS and Overpower glyphs (and either Slam or Bladestorm, depending on your inclination); gemming should most likely be strength or mastery. I really miss the Glyph of Rending, boy howdy.
Next week, we'll cover fury. Is SMF competitive? Is TG worthwhile? Did the rebalancing help lift warrior DPS out of the pit? And can you actually PvP with it?

Since there are currently no one-handers that are useful for Warriors (i.e., they all focus on Agility versus Strength), I can answer that right now: no, and yes. At least until Cata drops.

black bruise and pvp weapons still have attack power, but i don't have either so i haven't been able to test. even with those i'm sure it isn't as good as TG but good enough if you aren't doing hardcore progression stuff.

Strength is buffed by Kings/MotW *and* Might; AP only benefits from Might. And if we're not talking about raiding, people should probably go Arms, anyway--I have a somewhat decent Fury offset, and I'm *still* about 1.5% under the 27% hardcap for hit, even reforging all of my Haste to Hit and dual-wielding Heroic Cryptmaker. (Things should get better once I buy the +Hit Triumph trinket again.) Trying to get enough Hit for the spec to be worthwhile outside of raids would probably be quite frustrating. For now, from what I'm seeing, if somebody wants to go Fury and be stuck messing with the DW hit cap, it's in their best interests to stick with TG--where they can use two-handers with stats that are good for our class--instead of SMF--where all of the weapons miss our most important stat.

SMF works fine. With or w/o agi weapons. You can also buy the pvp weapons with AP was well.
Testing on dummies I get pretty much equal dps with two 2 handers or 1 handers.
I do find that SMF has burster rage though. Slam stinks for both specs. So you just end up using BT/HS/RB.
Some ppl get different but for TG
RB > BT > HS. In terms for damage done.
SMF
HS > BT > RB in terms of damage done.

I use the Onyxia proc-damage weapons... they're amazingly good.

"Works fine" != "is competitive." And I can't imagine that using two one-handers from the previous tier of content (ilvl 245) will give you damage anything approaching two two-handers from the current tier (ilvl 277).

I picked up my warrior again thanks to this column and I must admit I am blown away by how arms plays now. Granted, my warrior is only 63 right now, but even without Bladestorm I am chewing through mobs like crazy.
Victory Rush is amazing and causes me to end almost every fight, even against 3+ mobs, close to full health. I will be leveling my pally main come Cat, but if things keep up like this the warrior won't be far behind.

I might have to give Arms a try... my Warrior is level 62 currently, and I've swapped from Fury to Prot because, well, Prot is still damn fun to level with. I kept finding myself rage starved in Fury, and not doing as much damage overall, so it seemed like a waste of time.
I might have to dust off the heirloom mace and give Arms a whirl for the first time since... well, since Vanilla WoW.

Wanna talk about amazing tank damage, look at my 67k autocrits with SotR on Fester. 35-40k normally.

Yeah, Vengeance definitely can have some interesting results now!
Last night my guild was trying to learn heroic-10 Blood Prince Council, and I got to tank Valanar and Taldaram on my prot warrior. I did a double-take when I looked at recount and saw that I was pulling top dps (by just a hair) at something like 9.3k. That was unheard of for me, before 4.0.1 came out (in prot, at least).

time to change the title to still trying to slow care and feeding of warriors... ive been playing my friends warrior who is 73 now with decent gear.. i actually feel bad for warriors... i actually brought out my paladin and stripped him naked and still did more dmg than any warriors ive done Random dungeons with... they need to increase the % of execute,, and increase its dmg.. plus id rather see execute than slam as an instant ability proc while using fury..71 pally with a lower lvl gear score 14k execute.. 73 warrior 6k execute? i think they still need to go back and recheck the numbers for a under lvl 80 warrior.. Warriors are to gear dependent than any class ive ever played...

Warriors are *supposed* to be gear dependent; we don't go waving our hands around praying to the light or call on dark shadow magic to spread disease and corruption around. No. We wade into battle bashing things over the head as hard as we can, the bigger our basher the more pain we dish out.
Besides, until you hit 80 (or 85 now) things aren't going to he perfectly balanced. I'd rather see blizz spending time on the end game than making sure toons at 71 put out equal damage.

My warrior with 2pt10, a 251 and 232 weapon has execute crits in random dungeons around 20k. Fury warrior in my guild in icc with the 30% buff has 18k hits, and 38k crits with execute.
Fury is still not all that great to level with up to 80. Hammer of wrath is borderline overpowered, as it hits significantly harder than any other paladin ability. At level 80, warriors are fine. Fury has been undertuned below the level cap for a while, so that's expected.

Hammer of wrath is a bit ridiculous IMO, and should be tuned down a bit. However, it does have a short cooldown, while Execute can be spammed according to rage under 20%. In ICC last week as arms (thought I would be tanking, but someone else wanted to), not so great gear, 30% buff, I hit an execute crit for 37K. Surprised me, that was by far the biggest number I'd ever seen on my warrior! However, I was regularly hitting execute crits in the 25k range that evening. Probably could have done better in execute phases but I rarely had things timed right to have Deadly Calm available again for the execute phase. The one time I had it lined up perfectly on Rotface, I got a mutating infection as soon as I popped Deadly Calm and had to wait the full duration for the small ooze because the healers were having difficulty seeing debuffs.
On another note regarding Vengeance, Blizz had mentioned that they wanted to fix the "problems" with threat where after halfway through a boss fight, the tank could just as well go AFK because he had insurmountable threat on the boss. Pre-patch, our higher dps in the guild could sometimes push me a bit late into the fight. With the vengeance mechanic, threat is only an issue in the first 10-15 seconds, and by halfway thought the fight I usually had at least double the threat of the top dps. With vengeance stacked up giving me an extra 5k+ attack power, everything was hitting so hard. The first Festergut tank (prot warrior) pulled 8k on that fight because of the damage buff mechanic combined with vengeance.

"Warriors are *supposed* to be gear dependent..." Sorry, Donkey, but that's not really a logical statement. Just because our lore doesn't have us as magic-wielders doesn't mean that as a class our damage has to be so dependent upon our gear. I'm pretty sure that any actual warrior's damage would be based upon their skills, technique, and strength, far more than upon what gear they were wearing.
Blizz is trying to make changes to the fact that Warriors are too heavily gear-dependent. We shouldn't be lousy until highly geared, then become OP when we get great gear. Since Blizz is trying to address this, it's a bit behind the times (if not just plain silly) to try to argue for the logic of Warriors being so gear dependent.

I am yet to cast my opinion on fury. but on my server i have seen some 9k boss fights with myself hitting 15k peak on trash (Prot). I have played since vanilla and feel these changes give us the best PvE chances. PvE for me has still been quite poor and i'd appriciate more rebalancing.

Just wanted to add my 2 cents and say that since I reforged all my 4/5 wrathful pvp gear with mastery that I often 1-2 shot ppl in bg's. also I main tank for an 11/12 heroic ICC guild and i max out around 7.8k AP from my vengence and bust out 30-50k shield slams on a normal basis.
Warriors haven't been this much fun to play in a long time
