"Pubescent" may be more of an exaggeration than incorrect usage. Khadgar was only a teenager when he became Medivh's apprentice, and not long after that he was struck by a frailty spell/curse, giving him all of the physical effects of old age. So he's actually much, much younger than he appears. If the statue was built right after he killed Medivh, then he may have still been a teenager at that point. "Adolescent" would be a more literal description.
