1 word. Ammo. Scopes and ammo. You scope your weapon for stats (Haste, Crit, Hit, Mastery) you ammo your weapon for procs (Mongoose, Berserking) both would count as enchants, both come from engineering, you'd have to choose one or the other. Looking through a scope causing a proc just doesn't make sense to me, but a arrow causing your opponent to take a shot of nature damage I can see.
