Actually, at times the other ligaments won't be repaired surgically either. I have a partial ACL tear, and the docs want to wait for it to tear the rest of the way before it is repaired. I could've opted for surgery right away, but deceided to wait. Sucks since it is painful, but since I don't play a lot of basketball it isn't so bad.
