YES! They could have like a sort of Heroic dungeon cooldown to prevent a single group from just repeatedly farming them all day. And it's not unreasonable to have them walking around all the time, even in lowbie zones. Half the fun of Hellfire was avoiding the Fel Reaver. Why not spread the joy to lowbie zones as well?
